The first test is to find out if the APC is detecting knock and limiting boost or limiting boost because it thinks the boost is too high.Unbolt the knock sensor from the block ( leave the lead attached) and see how far the boost gets - careful as you don't have knock protection ! -if it's the transducer or the APC limiting pressure it will not boost any further. However if the engine is knocking due to defective timing or any other reason that produces knock it will boost all the way into the red - if this happens don't do it again or for mor ethan a fraction of a second or you will damage the engine. As Kevin says you need to check the amount of retard under boost - use your mityvac on the vacuum capsule and make sure you see about 4-5deg max retard. It's not unknown for it to seize. Your APC may have gone out of adjustment - they do age! but you may be able to readjust the F and P pots to bring it back in line. Another good culprit is the pressure transducer which tells the apc how much boost is in the manifold - get a manual and identify the wires to the APC from the transducer and again pressurise the system while noting the resistance of the unit - compare the values to the manual.
Other things to check are fuel pressure and full load fueling at wide open throttle.
