Turbos, Wastegates, and base boost questions (long)

After a lot of thinking about what to do with my 88 900 8V NA (CIS) I've decided to make it a LPTurbo, just because I've never done anything like this before.
This past weekend I found an 84 turbo with 94K in the boneyard and pulled some parts ($48 for the turbo, exhaust manifold, and assoc plumbing). The impeller spins freely with no play but there was a LOT of oil in the intake pipes on both sides of the turbo so I'm assuming the seals are shot and have ordered a rebuild kit for it.
Now, like I said I plan on just running it with base boost so I'm assuming I can get away with not installing any of the APC system?
Another question I have is about the wastegate. Does the vaccum motor on the turbo housing pull the wastegate open (bypass) or closed (boost)? If I understand it correctly, without APC the wastegate opens when the turbo has achieved it's "internal" base boost setting. SO, when the turbo is installed, I can get away with nothing connected to the vaccum motor on the turbo housing and it should produce roughly 5 lbs boost correct?
Any thoughts or advice from anyone who's tried this?
As always, thanks for your help guys!
Jon
