With a Lambda equiped car the increase in fuel pressure will be compensated for as you say and it will not run rich - that is under the conditions where the system is in closed loop ie idle and cruise. Once you accelerate hard, go over a certain rev limit (not sure what it is) or open the throttle into the WOT region (75%?) the system ignores the signal from the lambda sensor and uses the AMM signal and engine speed signal ( throttle position in later cars) to compare with pre programed fueling maps to determine the amount of fuel. As you are now at a higher fuel pressure - yes you will be slightly richer than before - but that is what you need for that extra bit of power. On a non lambda car a RRFPR is better as you only run richer under power. I use a Trent RRFPR on my Lambda car and it works better than the stock 3bar (standard on the Lucas Euro system).
With the tweaks to the apc, increase in fuel pressure and possibly an increase in the amount of retard then 185bhp should be possible but only with 98ron fuel - can you get this in the US?
What I have never been sure of when Saab stated the 185bhp figure (or any of their power claims for that matter) was if this was a peak output or the amount of power the engine could sustain? - you can easily get the power to peak at this ( and higher) but holding it there without the cylinder head and IC getting heatsoaked and inducing knock is another matter.
