NYC in the winter... Definitely battery. Lights don't require a lot of juice to light, but the starter does. There's enough to click the solenoid, but the high voltage that the solenoid is attempting to turn on just isn't there. You could probably recover with a jump start and run the engine. The alternator will help restore the battery. You should check the water in the battery as well, but in the long run, you may just want to bite the bullet and get a new one...
BTW, while installing my boost gauge two weekends ago, same thing happened to me. It was a cold weekend, and with the driver's door open while I'm hooking up everything the dome light and cold contributed to the same condition. I jump started, and was fine. But I know I still need a new battery. Nearly didn't start last night at the airport when I got home from a business trip...
