It sounds as if your BPC is fried or stuck. Try changing out BPC solenoid/valve with known good one. They're all the same on 93 and up (I think) turbo's. If you have a good parts department at your local dealership (I do) they'll let you try it out to eliminate or confirm the problem. A new one runs about $170 *OUCH*!
