The 95SET with OBD-I had only one O2 sensor, and these are very expensive from dealer channels. I cut and spliced a generic Bosch 3 wire sensor at 108000 miles as PM and did not notice any change in the engine or mpg's etc.
The 1996+ ODB-II equipped vehicles have two sensors, I guess so that the ECU could detect a cat that is defective. But folks who have cored their cats do not seem to get check engine lights, so I am not sure what the merit of the second O2 sensor is. Perhaps it provides for better mixture control.
So you need one more pipe plug?
The early ones could be used for a AF meter I guess. Perhaps it is located to accomodate sensor locations on other model years.
Remember that the downpipe, turbo, clamps, manifold etc provide the O2 sensor signal ground path.
