if the spring in the diaphragm is becoming too weak and you need to turn the actuator rod in too much just to reach basic boost 5.5-6 psi, you will loose the wastegaste function progressively. Hence, your boost may get out of control when the APC wants to reduce it because of too high strain. The APC box basically calculates the strain on the engine from inputs of the RPM, inlet manifold pressure, detonation microphone input....When the APC box tells your wastegate to open thru the turbo-outlet pressure funneled through the APC solenoid sitting next to your coil, you may be SOL if the wastegate cannot open sufficiently wide to relieve your engine from the undue strain.
