Uhh, what. Let me teach some basics to you.
A turbocharger is a turbocharger. Somebody saying "this turbo can't be tuned" or something else like that is wrong.
Garret's TO3 is capable of pressures for about 1.7-2.2 bar.
Trionic can be chipped so that it is unable to control boost pressure.
In the end, only thing that is limiting your tuning is engine and its internals. Maybe Saab ment that any more boost causes knocking, I don't know that.
You can always manually control the boost from the rod, or installing a bleedervalve in to the vacuum hose in it.
Or you can do some internal mods in there, but thats expensive, usually.
Without any further knowledge of 2003 aero, you can always put in a free-flowing cone filter, better exhaust and add more pressure, but I do not know, if the engine is capable of it. try and see.
