FWIW, here's another idea. Use a large power resistor (I used a heater-fan resistor from a Volkswagen) to make the IC fan always run at about 50% speed (=minimal motor wear and little noise). Then, use a pressure switch set to about 3 PSI to bypass the resistor and run the fan at full speed when boost is present. By using a pressure switch, you'll get the fan going *before* the IC has a chance to heat up!
I used this setup when I was running a noisy high-powered fan - IIRC it was a radiator fan off a Fuego.
Later, I switched to a different fan - an 8" dia. brushless DC fan like are used to cool rack-mounted computer systems (got from an electronics surplus store). This fan was very quiet and only drew about 1 amp, so I decided to just let it run all the time. Worked 90% as well and less complexity...
