Tuning a 1994/95 Aero vs tuning a 1996/97 Aero

I've heard it said that OBDI (1994-1995 Aeros) is easier to tune when wanting to run 270-280 hp (at the crank) rather then trying to tune OBDII (1996-1997 Aeros) to run the same type of horsepower. Any truth to this? Or, chipping the trionic system is not the problem here. Rather, it has something to do with the exhaust. Yes? No? Can anybody clearify this for me?
TIA
