should be under the driver's side dash, near the pressure transducer for the apc. cylindrical looking device. one of two items under there. look up under the knee bolster between the clutch and brake pedal. it has a nipple for a vacuum hose at one end and a set screw and two electrical connectors at the other end. instead of adjusting it, you could just remove it and bypass it. i never installed it when i put the turbo engine and components in my 900s. something about stopping fuel flow at high boost conditions i didn't like. not to mention the idea of knocking out teeth on the steering wheel. don't know why saab didn't set the overboost switch to turn off the apc instead... or drop spark...
as far as why now? colder temps allow higher boost before predet. speed doesn't trip the cutout, boost does. my guess is that spg allows higher boost than your conv did. when colder and knock is not sensed, higher boost is allowed and cutout is hit. just a guess.
