This mod shouldn't effect cold starts at all. I think it's there to avoid icing in the throttle body. This is most likely to happen at temps above freezing when there is excessive moisture in the air. The pressure drop across the throttleplate causes a temp drop of the air, the same way freon gets colder when the pressure drops, and will form ice.
A more common problem in older carburated engines, compounded be the venturi effect in the carb throat. That's why alot of these used a temp controlled damper to draw intake air over the exhaust manifold.
