There are a number of things that you can do. Many are low cost DIY's.
You can also get a modified engine ECU that will produce a significant power and drivability increase, but for $500 to $1000.
The boost for your car should get to the start of the red in 3rd gear and above. Perhaps with a slight overshoot into the red when getting of the throttle under certain situations.
Get a K&N 33-2663 drop in filter, remove turbo compressor discharge silencer, which may not even have been fitted on the 1999's, modify the air box, modify the throttle body transision casting and fit a Saab Sports stainless steel 'cat back' exhaust system ($300 delivered, and you will probably need to get it installed).
Read the NG900 9-3 and performnace BB's for details. There were some good postings this week.
