why does my turbo boost to low-yellow?

Can anybody give ideas why my turbo only boosts up to mid-yellow? A few months ago during a safety inspection I asked the Saab guys to take a look at the turbo system to see if the wastegate was stuck open or there was some faulty item, but they couldn't find anything. The wastegate was operating properly and they tested the APC box and it was working fine. No blue puffs of smoke from the tailpipe so I figure the turbo still works fine (it spins up to mid-yellow with no problem); what else should I look for/test? From time to time the check engine light comes on (haven't had the wherewithal to pull codes) -- might be something with the ECU?
