the wiring harness on the APC may have come loose, such that you get intermittent full connection and the correct amount of boost. Your BPC wires/connection, on which the insulation tends to detoriorate may also be bad.
Check all of your vacuum lines/connections as well.
This could be a lot of different things.... but it is indicative of some kind of loose connection or temporary short since some of the time you are able to achieve full boost.
