The T5 can be reprogrammed by connecting to the "background debug" port on the 68332 CPU, via a group of normally-unused pads on the board. The equpment to do this is little more than a PC and some software, although I generally use something a little more sophisticated at work (no, I don't reprogram T5s for a living). I know relatively little of the internals of the T7 (I have a T5 in front of me, I have never seen a T7), but the background debug port is a common feature on many embedded systems these days and I would be surprised if it were any different to the T5 in this respect. I have no doubt that your friend could work out how to connect to the unit and reprogram the flash memory.
However, the hard bit is not how to reprogram it, but rather what to write in there. Assuming he is not going to rewrite the control program from scratch, he would need to find the tables (or maps) which I assume the program uses (that's how T5 works) and which will likely be different for each model. Then he would need to understand them. Finally, he would need to come up with new values which achieve the results you are after.
Finding the tables is probably not too difficult, especially if you could compare the memory contents of two or more T7s, each from different models. Understanding them would require either inside knowledge at Saab (or its subcontractors) or extensive experimentation with an engine and plenty of measuring instruments. Finally, to get the results you want, you need that engine with the instruments again, along with a dyno.
Given everything else you have said about him, I'd take him seriously if his performance tuning has involved remapping of some control system or other (fuel or ignition).
Ask him how he intends to do it. I'll be very interested to hear his approach.
