Just going by your modifications, I don't think you can sustain 15-18 psi on 91 octane fuel, especially since I see no distributor modification that will allow you to run slightly more retard under boost.
My car has noticeably lower boost at temps that high, and I am using a RRFPR and water injection. I do run 92 octane, I would suggest you run higher than 91 if you can. Are you in CA or CO? Those places I know 91 is the maximum, but if you are in Denver it doesn't matter, due to the elevation. I can run a lot more boost at high elevation than at sea level, where I live.
You have several options. Get thee an AID from SPG9 and overretard the timing. This will keep the boost stable, but rob you of power and may be not so good in other ways. Upgrade to a better intercooler, such as a 9000 unit, which will provide significant improvement in lowering the intake air temp. Add water injection, which will do even more to lower the intake air temp, and more efficiently than the IC does. Finally, you can go whole hog and replace the stock fuel/timing/boost system with an aftermarket system. Most expensive, but if you have time to spare, has the most potential (you can still use H2O inj. and better IC with it, too).
I'd say 18 psi is asking a LOT from the mods you have, in 85F outside temps. Even 15 psi is really pushing it, especially on 91 octane fuel.
Don't think you have to have 18 psi though. 15 psi with 4 degrees timing advance is, IMHO, better than 18 degrees with 4 degrees too much retard at full boost. Both will probably generate similar power and torque, so why not shoot for the low boost number, and give the car better response off the line and at low rpms?
Don't get caught up in the bug where you just have to see 18-20 psi.
