It only moves when there is a pressure change.
It could be a couple of things.
1. The sendor or gauge are malfunctioning
2. Your fuel pump is dying and cannot maintain fuel pressure
3. Your fuel regulator is dying and cannot maintain fuel pressure
The injector pulse should not change the fuel pressure as the main jobs of the fuel pump and regulator are to keep the fuel pressure constant at all times.
