The usual solution is to attach a fuel pressure guage on a length of hose, and tape it to the outside of the windshield. The guage will not be super accurate, but you will be able to see if the pressure drops. But with a dyno rig, you don't need to tape it onto the windshield. So even if the guage is not accurate, you can still see if it drops. If you add the regulator, you will need to to this step anyways.
Have you reworked the throttle body transition casting? I thought that I asked you about that last week, but did not catch a reply. Also the turbo compressor discharge silencer.
Does the dyno shop have a F/A analyzer that will work at the tail pipe. If you are not going lean, it is probably not a fuel pressure issue.
Are you sure that you were not up against rpm or speed limiters? I think that your model year was drag limited, and there was no ECU speed limitation.
