Ah, I presume you mean the power to the pump relay is set to come on with the fog lights, as opposed to the pump actually pumping whenever the fog lights are on. One would hope you aren't using gobs of boost in the fog.. :)
I don't think there's a huge difference between 0.9mm and 1.0mm, but it is slightly noticeable, and an improvement, on my car, to use the larger.
I used washer fluid (-20 degree mix I think? might be higher) for the first year, no problems. I have gone to straight filtered water in the past tankful. I will probably go back to washer fluid in the winter months just to be safe, though it often does not get to freezing around these parts. I could get methanol to add to the water, but my impression is that it's more expensive than washer fluid. Could be wrong there..
