My car didn't trigger the overboost cutout at it's original setting (14.7 psi) even with a professionally modified APC, except in very cold weather/high altitude. I'd expect a self modified APC to be lower.
It will depend on your base boost, which can have a dramatic impact on your max boost, all else being equal. My base was low (about 4.5 psi), when raised to 6.0 psi, max boost jump up by 4 psi or more.
But, with the mods you have listed, you aren't going to be able to sustain more than 15 psi anyhow, without retarding the timing beyond stock. Chances are, depending on fuel octane available, you won't even be able to sustain 15 except in very cold weather or high altitude.
