no power in 900 SE

I'm thinking about buying a Saab and recently test drove a '97 900 SE. It was automatic with turbo. The car had no power starting out from a stopped position. I haven't driven anything buy Honda's - is this normal? THe turbo kicks in only after you've been going for for several seconds. The car was dangerous it was so slow starting out. I tried flooring it and we were barely moving. Any ideas on what this could be?
