When the engine is not under load, it doesn't produce enough exhaust gas to drive the turbine much at all. That's the nice thing about turbocharging - you only get boost when you need it. RPM is largely irrelevant off-load, except that for a given load, you get more exhaust gas the faster the engine is turning, and the turbo compressor pumps more air. With zero load, running up the RPM multiplies the amount of exhaust gas through the turbine (effectively zero) by a certain amount, giving ... well ... zero (or very little).
