The *very* first thing I would do is replace the wishbone bushes. Even new OEM rubber ones will make a big difference on a 6-year-old 9000, especially an Aero. They just don't last and people really don't realise what a difference they make. They will help both straight-line driving (reducing "vagueness" and "floatiness") and cornering (making the steering more responsive and reducing understeer). Without these, you will get far less value for money from both power mods and handling mods. They're cheap, too. I don't know about US prices, but I can get them from a few sources here in the UK at around £10 (US$15) each (there are two).

Some people will tell you you must use polyurethane bushes on the wishbone, but the difference between poly bushes and new OEM bushes won't be as much as the difference between new OEM bushes and old, worn ones. I do have Abbott poly bushes on my '96 Aero, though.

If you are only interested in driving in a straight line (Bo-ring in my opinion, but some people like it), then the power mods mentioned cover it, although you need some traction to get off the line so good tyres will help, as will the aforementioned wishbone bushes.

However, if you want to go round corners, a good place to start (after the wishbone bushes) is the tyres. Next time you fit tyres, go for a good performance tyre to suit your driving style. I just love the Bridgestone S-03s on my Aero, but there are other tyres recommended on here too. Although my car is heavily modified, I'm still using the original 16" Super-Aero wheels.
Then, poly bushes on the rear anti-roll bar will yield tremendous value for money. For £10 (US$15) and 20 minutes work, you can reduce understeer to make the car handle much more neutrally and sharpen turn-in. Don't do the same on the front bar, though, unless you want to get the understeer back. Remember that reducing body roll isn't an end in itself.

I have the Abbott suspension kit on my Aero, which comprises lower, stiffer springs and Koni adjustable shocks. These really help the handling no end, but aren't cheap. The car isn't lowered by a ridiculous amount and only looks lowered when compared side-by-side with another 9000. With this setup, the car handles as if it's on rails and even with the Maptun Stage 2 upgrade (275hp/330lbft), wheelspin in the dry is confined to first gear, and there is no torque steer at all. The ride (with the Konis set a bit on the soft side) is firm but comfortable. In fact, i think it's more comfortable on uneven roads than teh standard Aero suspension, as it keeps the weight of the car under better control and doesn't "crash about" over bumps like the standard setup does.
