I own the same car as you, 1988 9000T Airflow w/134k on it's clock. I can pull 20 psi on a cool day/night or whenever the temps drop below 70F. Not a problem for me now but, getting there wasn't cheap either... If you're seeing 15 psi already then your boost gauge should be about 1/4 into the RED area or so. Is it? That's about where it would be for me although things can vary from car to car. What you described though sound alot like you've hit the fuel cut off for the fuel pump iteslf. When the boost drops or cuts back, does it feel/seem as if the engine cuts off for just a brief second then comes back in as you let off the gas? This is a safety device and it can be adjusted higher so that these incident won't happen. I'll post a link to it below, that'll show you how to adjust it if you need to, I think you do. The switch is set to cut the fuel at or about 14.5 to 15.0 psi, I hit mine right around 15-16 psi by the way according to my VDO gauge. Just turn the center screw 1 to 1.5 turns clockwise and that will solve it. On the 88 9000T it's located just above where your needs would be, behind that kick panel. You can't miss it, it's vanilla colored and the center screw is RED. That's only gonna solve one problem though, you have a few others that need tending to. Let's begin:
Your buddies are right, you need more fuel to reach your goals. The cheapest way to get more fuel would be to ad a 3.0 FPR that can either be bought for about $50-60 new or sourced from a salvage yard out of an 900S model SAAB, they came stock with them, it'll work great and cost maybe $10. Right now you've got the 2.5 FPR that come stock on mostly all Turbo's and you want the one from an "S" model SAAB as stated above.
No Fuel = No boost, got it?

SPG 9 Stage #1 APC
2.8 FPR
28 Lb Injectors
K&N Air Filter
Big Bore T-body
8mm Magnecore wires
20 psi PBV
JT 3" Complete Exhaust system without cat(turbo to tailpipe)
All Silicone Vac hoses(not performace really but a big plus)
Right now I'm holding about 18 psi easily regardless of weather, and 20-22 psi when the temps below 75F. I'm to install over the next 2 months a Jacobs Omni Magnum Ignition System, and Aquamist Water Injection System. Those should ensure 20+ psi all day long in any weather.
