If I were you I'd goto the machine shop and ask them. My opinion would be something easy to machine and tap. Any low-carbon steel(1018/something cold-rolled), hot rolled will tend not to warp, but that isn't important due to the small size. To make the adapter cheap I would let the shop use what ever scrap they have lying around, cold rolled. And don't make it a rush job. Your job is a low profit job, be very nice! If you go stainless, stick with a 300 series. But, most machine shops charge more for SS. It is harder to machine and tap.
Are you tapping the studs or welding? I think you could go thin if you welded.
