IMHO, what you propose is exactly right: the problem was there already and the increased boost just put it "over the edge". The B motor is probably the most solid powerplant Saab's ever made - everything is overbuilt to death.
My guess is that a valve job was probably in the cards anyway, the situation may have been made worse by the valves not being correctly adjusted, either now or sometime in the past.
One other thing to consider - the heads on those motors are known for developing cracks. Clean up the area around all the valve seats and inspect very carefully to see if there are any cracks radiating outward from the seats. It's possible that this has happened and it allowed the valve seat to shift a little, which of course would kill the valve's ability to seal.
A buddy of mine had a motor with this problem, the exhaust seat actually came completely loose! By the time he got it shut down, 1/2 of the seat and 1/2 of the valve were in the cylinder, the remainder had exited thru the turbo. Time for a new motor! That's how we learned how to stuff an H motor and a 5-speed into a 99...
