In the exhaust section. It's Steve Y's setup. He takes a new plate from turbonetics and a deltagate from turbonetics and removes the old housing that contains the stock wastegate.
Take the new plate and drill out a hole for the wastegate. Then weld on your 3" downpipe at the turbine exit, and then weld in a 1" pipe for the wastegate exit. Combine 1" pipe to the deltagate, and then plumb the deltagate back into the downpipe.
I've only seen it with the garrett turbo's. Mitsu owners have the advantage of just building a blocker in the downpipe to separate the turbine and wastegate gases.
Also do a search for deltagate and you'll find lots of stuff on Honda's and Mazda's. They do external wastegate's all of the time.
There is another way to install the deltagate, but it requires some major welding work on the header. You'll see it with the honda setups. You can buy a header with the deltagate flange installed. Here, the exhaust gases bypasses the turbo completely. This is probably the better way to do it, but it also makes the job much more expensive.
