I don't know how car-savy you are so this might be a dumb answer. However, I've owned 2 SAABs in my life. Both did the same. What happens is both cars idle at just about 800-900rpm I believe and when the temp gets too hot the cooling system kicks in and drains the altenator making the idle fall to 400-500 for a second before the engine tries to recover and kicks up to 1,000 eventually landing on 800-900 again. As to why you idle normally above 900rpm, it has happened to me only once. The easy fix was finding the line under the hood the was disconnected. For me it was just a disconnected air-pressure tube (that's not the name for it but the name escapes me at the moment). If you don't find it, I hope someone else has a solution. If you already checked for this then sorry for wasting your time.
