apc problems (long)

Ok, my 90 spg has theses mods, 3 bar fpr, K&N, high press bypass valve, ecu tweaks (replaced resistors), retard timing to 13 degress BTC, and adjusted the base boost. NOW, my boost is the same as it was before all these mods. I followed Jeff Cunningham's directions to uplug my apc selenoid and do the 3rd gear test. This resulted in the exact same turbo boost as when the selenoid is plugged in. Which means that the apc is not working due to either the apc selenoid, the ecu, or the knock sensor. I did the tapping test on the cylinder head with the engine idling and I did not hear the selenoid do its clicking sound. My question is this. How do I find which of these is at fault? thank you for any help
