Boost flutter

Howdy all,
For the past couple of weeks, I have been getting some boost flutter (jumping +/- .5-1 psi) when at peak boost (16psi or so) in 3rd and 4th (rarely have occasion to go full boost in 5th). It doesn't seem like knock protection (since that would cut back by more than a psi, right?) and I've run over all the basics (plugs, wires, cap & rotor, base boost, fuel pressure, BTM settings, vac lines etc.).
Any ideas as to what I might want to look at? I'm running only premium gas, have tried the BTM at fairly retarded settings (all the way down to 7-8deg or so at 16psi), a/f gauge reads rich at full boost)
car:
'90 spg
2.3l head w/ crower stage 2 cams
MSD6BTM
Trent RRFPR
30# injectors
SPG9 APC
K&N open air element
mobil 1 10w-30
pretty fresh NGK spark plugs
magnecore wires
etc. etc.
My TE05's turbine housing has a bit of a crack (new TD05-16G on it's way), but it's been there for a while and this flutter is recent.
Any ideas? I really don't like the flutter, and it scares me that it might be something serious, or could lead to something serious, so I'd like to get it identified soon.

p.s. Oh, FYI, I was max boosting around 20psi until I noticed the turbine housing crack, at which point I turned P & F down a bit on the SPG9 APC.
