Boost Issues, help needed! (long)

OK, the car is a 1988 SPG current mods:
Red Box APC Tweak
BPC Mod
Viggen Bypass Valve
Open Cone Air Filter
3,0 bar FPR
Magnecor 8.5mm Wires
Stock turbo also replaced 2 years ago
Base Boost @ 4.5psi
I think thats is.
OK here are the issues:
With these mods I should be able to sustain about 16-18psi right? I will hit 22psi on a cold day (not safely I know please don't shoot me). Normally I will hold at 10-12psi which is stock right? With these mods I should hold higher than stock right? OK, my plugs have less than 3k mils on them and they are NKG BCP7EV's, the wires are only a few months old. Jak suggested that my timing might be off, and that is causeing my boost to fall from 15psi back down to 10psi. Could it also be my AMM is shot and causing my boost to spit back down to 10psi? OK before all this started happening I would hold roughly at 14psi (half red on dash gauge) no problem, but the probles got worse after?
Now for stuff I know is not wrong:
All vacuum lines are good, none are cracked
All rubber boost on all ducts are good, also no cracks
Bypass Valve is good
Ok, hopegully you guys can help me out a bit, Thanks a Bunch in advance!
