Actually, you might try posting on Specialstage.com (great rally board). There was a long conversation about handbrake vs left-foot braking that was extremely insightful. Basic conclusions were very tight turns, handbrake turning can help. Under almost every circumstance, left-foot braking keeps the suspension much more stable, therefore quicker. Someone there mentioned that he knew exactly how to set up the "cutting brakes / fly-off brakes / hydraulic brakes" for rally.
What I've never understood about the concept is doing it to the rear since it takes load off the front tires (needed for power in a FWD). Four-wheelers set this mod up to control left or right rear tires so they can spin around obstacles (when in 2low front wheel drive mode w/ lockers). I would think something similar might have the benefit in a rally car of keeping the load on the front tires while unsettling the rear/opposite side into a power slide. Just imagine being able to just tap the front right brake during a right turn which would cause the left side of the car to want to come on around...
