I assume you already had a trusted Saab mechanic examine the motor, tranny, etc, and consult with you about the overall health of the car. If not, please do this first; the odds are very good it will save you big bucks in the long run to be sure she's in good stock trim before you ask her to do more than stock work.
If you want to go beyond merely tweaking the P and F pots in the APC, there are some excellent sites with DIY APC modifications. I rewired my APC with excellent results using Tweaker's recipe. (Saabworks.com????) Search past performance bbs posts and consider whether you're willing to spend an hour or two with a soldering iron experimenting... If so, a used APC as a spare (in case of error) removes much of the anxiety and you might save $150 in the process. On the other hand, there's some peace of mind buying professionally modified parts; one has at least the illusion that whoever figured out how to do this might have understood what in blazes all those little tiny things did, and why the changes were being made.
You might consider a higher flow air filter element (K&N drop in). I went with the open K&N but I am not sure whether it benefitted me to do so; a better approach might have been to keep the stock airbox and add additional cold air supply to it.
I'd find out what kind of new Saab muffler the previous owner put on. If it's stock, there's lots of room for improvement and the ability to push more air into the motor is tied to the ability to get it out.
Finally, I really, really like the feel of braided steel brake lines. Eliminates a source of non-braking give and adds a certain peace of mind. Going faster is good, as long as you can stop at will.
