Maybe I misunderstood the concept, but what I think they are doing is using the sophisticated motec ecu to control intake air volume, by opening and closing a bov in the pre-compressor intake tract ( not vacuum to operate it post compressor), so the engine only receives enough air to reach the required boost. I don't know if the controller is powerful enough to do this but it sounds like if it did it would be much superior to a wastegate. There would be essentially no exhaust backpressure at the turbo, since the engine is only getting 'just enough air' and there is no wasted energy compressing air that will be unused.
Way superior and probably way tricky to control.
