you could cut them off or cut the aluminum tabs that hold the plastic on radiator shops that reseal radiators that heve aluminum cores with polastic tanks use special equipment to recrimp the fingers back around the tank which you would bend away it intending to reseal the unit but as a DIY you will NEVER get it to reseal so Id say if you remove the tanks either weld on aluminum ones or throw the IC away
