If you don't have some really good tires...
Many vehicles don't have the tire traction to take advantage of the stock brakes. 1997+ have bigger brakes than the earlier production.
Are you doing competion driving? If not, drilled and trick rotors may have no non-cosmetic advantage.
In many cases, better pads will increase braking effort significantly. Once you get to the limits of the tires, you just get more ABS activity with better pads, or complete hardware replacements. So you should be running low wear rating preformance tires and better pads before you judge the basic brake gear as inadequate.
I had great braking with my 95SET with EBC greanstuff up front and Axxis Metal Masters in the back, on plain aftermarket rotors. If you are in competion, then extreme amounts of heat to change the situation completely.
Note that many capmettion brake pads do not work well when cold and could be dangerous in normal traffic situations and the peak friction coeficient might be lower than an good street pad.
Do check the rear calipers for pads rust locked into the caliper slots, or failed boots and siezed pistons.
