Cutting is safe and easy. Phil is not correct. It is heating only that is bad....
Decide how much you want to lower, mark off on spring while compressed, and remove. Then cut with a angle grinder. Then bend the tip and the tip only with a torch so it is at an angle exactly as it was. Many springs are angled at their ends to allow for smooth fit on the rubber mounts. I have lowered springs on many of my performance cars in this manner, even new springs.
Some idiots lower springs by heating them. That changes the properties of hardenned steel, making it more maleable and less flexible. That is exactly what you DON'T want in a spring. I believe that is what Phil is refering to.
