The length of the rod on the waste gate actuator determines
what base boost is - base boost is the basis for boost control.
If the base boost is too high, negative boost pressure adaptation
occurs and peak boost is lowered. Also, you risk damage if the
ECM senses knock and cannot sufficiently lower the pressure
because you've set the base boost too high - base boost should
be set a little under 6 psi, except for the 'R' engines which shoud
be about 6.5 psi.
