I think disconnecting the battery does reset this...I recall lethargic boost for a bit after I cut my shift light (disconnected battery). For me, it started boosting in the red after a few good 30 second runs on full throttle up a hill (local highway has a 55 mph 2 mile hill... I pull in 4th gear from about 2000 rpm, back off, and repeat).
I'm not sure, but it seems like the ECU adjusts its full-throttle boost settings, so it probably depends on how often you're accelerating under full load as to how long it will take it to adapt. It needs to feel that present boost isn't adequate (hence the training it on a hill) to increase the boost levels it will give you.
