Yes turbo pressure goes through that same line. This happens when the turbo starts pumping air which is when the turbo gauge reads over 0 psi or at the beginning of the yellow or green part of the turbo gauge.

When boost is seen through the line, the diaphram will move the distributor to retard the timing. During vacuum it moves the other way to advance the timing.

For a stock engine, a little more base advance timing will be good enough. (18 btdc, rather than the stock 16)

At higher than stock boost you need to retard the timing more for more power. At high revs you need to advance the timing more. At high boost and high revs you need trial and error to find the optimum timing!

You really cannot control the timing all that well with the stock components. There are a couple of band-aids (MSD-BTM,AID) that can help control the timing better, but an aftermarket ECU is the only true way.
