First you do not have a weedy t-25 but a gt-17 which really loses it's steam in the upper rpm's. Your turbo is part of the garrett gt series another option would be to get a gt-25 but the down side to this is that cost in the $1200-1700 range. Check the link below

The TDO4 turbo is a nice upgrade that at the most will allow your car to handle 300hp with "lots" of upgrades. The down sides are that you will have an increase in turbo lag but instead of having all the power in the lower rpm's with the gt-17 you will now have lots of power on the top end. The biggest advantage of this turbo is that it can be bought for around $400.
The 25/28 can also achieve 300hp in your car with lots of upgrades, thanks to for maptun proving this point. In terms of lag compared to the TDO4 I really have no idea but would only assume that it would spool faster. Sorry dont have the flow maps in front of me. This turbo can be bought for around $500-800.
The t28 flows more then the 25/28 but since it is a larger turbo you will also have more lag then the 25/28 and this can be bought for around $700-1000.
