It is my understanding that all 1986-1993 (+94 cvt) naturally aspirated motors use 19 lb/hr injectors rated at 3.0 bar, regardless of 2.0L vs. 2.1L displacement. In the thousands of Saabnet and other forum posts I have read, no difference has been noted between the 2.0L and 2.1L with respect to *flow rating*. However, I have read that the physical characteristics of '91-'93 plugs are slightly different (parts catalog confirms that at least the p/n is different).
Frankly, what I write is an assumption based on info gleaned from the Internet, so take it FWIW (which could be zero). Unless someone else can chime in here, I'd say that you would probably have to flow both versions on a bench for a definitive answer. Could also try calling an injector cleaning outfit such as RC Engineering (google them for website); they may have the flow on file.

2.0L Bosch # (possibly more than one out there but this is for an '89 n/a motor ): 0 280 150 760
2.1L Bosch # (apparently the only one): 0 280 155 008
