Without knowing exactly how it was stated, I'd guess it's a matter of wording. I believe the engines, turbos, etc are the same. My understanding on the Viggen is that max boost is 16psi at sea level, but at higher altitudes the ECU will allow up to 20psi resulting in the same max torque even at altitudes approaching 10,000 ft. Same is likely true for the T-7 equipped Aero's.
Now if you're talking about the 9000 Aero, I'm not sure but I assume those ran T-5 and they may indeed be limited to 15psi regardless of altitude.
Bottom line is the Viggen will not put out 20psi in stock form except at high altitudes, & that's just to maintain it's rated power up there.
