yes, the c900 does have a-arms but the mini is lighter and nimbler. i would be *very* surprised if the heavier, taller, and slower c900 out-handled the new mini.
now, the problem with racing a turbocharged car is you have lag. it's not a matter of balance; it's a matter of not getting power when you need it. none of the mods you mention will help this (exept blocking brake switch), nor are they legal (including blocking brake switch) in G-Stock. (your car is not inspected for illegal mods in tech; it's inspected for safety.)
on the other hand, with a turbo car, you (eventually) get *torque* and torque is good. also, on larger, fast courses, lag is less of an issue.
the reality is, though, you can tweak everything folks on this bb normally tweak and the car is still going to be harder to drive than an equally-powered N/A car and probably not any faster than a stock turbo.
learning to left foot brake will help to keep the turbo spooled, but this is not really a skill you can just pick up in a couple weeks. not only do you have to do it hundreds and hundreds of times to train your muscles to do it well automatically, it is counter-intuitive to mash the brakes and gas simultaneously, nevermind mashing the brakes properly and then letting them off properly (you are now, in essence, controlling accelleration with your left foot on the brakes, not with your right foot on the gas).
add to this the fact that you are also just about to initiate a turn and you are asking alot of your brain. having said all that, it's pretty cool when you get it dialed in. :-) it is also a useful technique for any front driver, turbo or not.
c900 turbos have been regionally competitive in Solo II. so have other turbo'd front drivers w/similar specs. i have also heard somewhere about a woman who won nationals in a c900 some time back (however, and what follows is *fact* not gender bias: women's classes are slower than men's and sometimes lack competitors).
really, though, the point is moot: it's your driving that matters most, not your car.
