With a fixed geometry turbo, sizing is always a tradeoff. A smaller one spins up faster and the vehicle will be faster in normal street service. A large turbo can have more turbo delay and be a dog on the street, but on a dyno or some competition there will be more power once it gets going. But you need to avoid getting power that takes forever to get. Power delayed is power denied.
So its all a trade off and this is where experience and technical work pays off.
Small turbos are responsive but are not good at high CFMs and when you go to those higher flows they are inefficient and this just makes for hotter air and power losses of more than one kind.
You have not stated what you are driving or existing or planned modifications. So don't expect specific recommendations.
Updrading the turbo is not a first mod, but is more one of the last things one would do. You would not put a larger turbo on if the stock IC is a major weakness. And you need to be increasing boost pressure via the electronics and/or a MBC too.
