Yes, they're all E-codes. I have a set of 9-3 E-code headlights on my 1997 900 that I got off of eBay. The lighting pattern is better, but with good bulbs like Sylvania Silverstars in the US lights, I'd be hard pressed to say they're $400.00 better. I have heard that the difference is bigger on older Saabs, though. The only problem I can see with getting them through a junkyard is that the only European junkyards most of us can talk to are in England, where they wouldn't be very likely to have left-hand drive headlights. The E-code lights have a distinctive dip in the beam that's set up for whatever side of the road you drive on so you don't blind oncoming drivers. You could always try Two Stroke to Turbo. If anyone might have a wrecked left-hand drive European Saab in England, they'd be the ones.
