Before you begin to even think about a bigger turbo, you need to consider more fuel and a better intercooler. There is plenty of safe, streetable power available with the 15T, if you have it configured with the proper hardware. And remember, with the bigger injectors, you'll need new software, too. Going to a larger compressor (-18T or -19T) isn't going to make your 9000 more streetable. A relatively larger compressor with the same size turbine will have considerably more lag - so much so that you'll probably have to spend another $600 for a set of headers. Some would argue that a better pairing of compressor and turbine would be the Volvo set-up, but that is not a bolt-on for the Saab exhaust. Do yourself a favor - stick with the TD04HL-15T and give your engine more fuel (green giants) and better/cooler charged air (bigger intercooler). You would need these things, anyway, if you ever decided to get a bigger turbo.
