Question: Are stock power ratings at the crank, or wheel?

I was under the impression that most manufacturers these days specify the output of their engines at the crank (naturally, where it's highest). However, I've heard some people around here say that Saab does, or at least did at one time, specify their engine output at the road wheels. Which is correct? If at the crank, then running a stock 160 HP engine ought to net significantly less at the wheels, by what, 20%?
I hope to get my car on a dyno this year, am looking I think towards a goal similar to Phil's 210-220 HP, but know I am probably nowhere close yet. I still need an A.I.D., and am pondering bigger injectors/higher or rising rate FPR...
According to all the manufacturers claims for increased power, I should be around 205 HP, but somehow I doubt it, and don't have an idea whether that's at the wheels, or at the crank..
