He does not need larger injectors or a re-mapped ECU. He is simply not getting enough air. The ECU controls the air flow and there is no way that he will get air flow beyond what the ECU calls for.
His HP is limited by the boost dropping off.
Yes, spinning the turbo faster would increase the air flow. But I suspect that the problem is simply that the compressor wheel does not have enough teeth to deal with thin air. A centrifical compressor is highly sensitive to the density of the incomming air. So I am inclined to think that a larger compressor wheel whould be needed. And once that is done, at altitude the turbo has to work harder to get boost. So the turbine might need to be a bit larger.
Note that some turbo applications will overspeed at high altitudes and self destruct. That suggest caution when contemplating a turbine only increase.
I would seek the advice of folks who live and work at higher altitudes, not folks living at see level. That would be Hirsch!
Part of the problem with high altitudes is exagerated boost delay. A SMBC will greatly reduce the boost delay contributed by the control system. The boost delay then reverts to the turbo's turbo lag, which is a much faster state of affairs. Boost delay is usually much worse than turbo lag. The two are not the same thing with OEM turbo setups.
